The European framework for recognition of coaching competence

Coach education is widely recognised as a key to the development of sport. The IAAF addresses this challenge by offering a Coach Education and Certification System (CECS) to its Member Federations. However, the CECS is not yet fully established in Europe. In a separate process, issues of quality of coach education and transferrabilty of coaching qualifications are being addressed within the broader framework of European Union discussions on workforce skills and educational qualifications. This report produced for European Athletics documents the two processes and shows the relationship between the CECS and the emerging European Framework for the Recognition of Coaching Competence and Qualifications (EFRCCQ), which is not an education system itself but rather a tool for understanding and comparing systems. Although the development of coaching as a profession is an important issue to both and the report identifies many common elements that connect them, it should not be expected that the CECS directly match the EFRCCQ. It should reflect the needs and structures of athletics and be constructed in such a way that it can be mapped against EFRCCQ. The report`s recommendations include that European Athletics should promote the CECS to its Member Federations and remain engaged with the EFRCCQ process.
